Does Ethiopia's 2024 fuel-vehicle import ban apply to pickup trucks?

Ethiopia restricted import of sub-10-seat internal-combustion vehicles starting 2024-01-29; whether this covers commercial pickups or exempts hybrids for every model is not yet fully confirmed — verify with us before ordering.

Ethiopia restricted the import of internal-combustion (ICE) passenger vehicles from 29 January 2024, and the wording centres on vehicles carrying fewer than 10 seats. That definition is broad enough to catch pickup trucks — a double-cab pickup technically seats five — so the honest answer is: yes, pickups fall inside the restriction in most interpretations, and enforcement at the port is the deciding factor.

What the 2024 measure does

  • Targets new and used ICE vehicles under 10 seats.
  • Designed to push the market toward electric and hybrid vehicles.
  • Commercial/heavy categories (trucks, some utility vehicles) sit outside the passenger-car wording.

Why it is not a flat "all pickups banned"

In practice, clearance outcomes vary by vehicle classification, end use and the customs office handling the entry. A single-cab utility pickup registered for commercial use can be treated differently from a double-cab lifestyle pickup. Because of this variance, we treat every Ethiopia pickup order as a verify-first case: we confirm the specific model and HS classification with our clearing partner before you pay for freight.

Ethiopia's full cost structure (for vehicles that do clear)

ChargeRateNote
Import duty35%On CIF value
VAT15%On CIF + duty
Excise duty10%Engine-capacity tiered
Surtax10%Additional surtax on top

The excise duty is tiered by engine displacement: the effective rate climbs with engine size (roughly 60% for the 1,300–1,800cc band up to 100%+ for 3,000cc+), which means a small-displacement diesel pickup is materially cheaper to clear than a large petrol V6. This is why engine choice matters unusually heavily for Ethiopia-bound orders.

Freight and clearing to Ethiopia

  • RoRo: about $950 per vehicle.
  • Container: about $1,900 per vehicle slot.
  • Clearing: about $400 per unit.

The hybrid workaround

Because the restriction targets ICE vehicles, plug-in hybrids and EVs clear more readily. Our Tank 500 line and other hybrid-capable GWM models are worth considering for Ethiopia-bound buyers — see our note on the Tank 500 Hi4-T drivetrain. Even then, we confirm current eligibility before you commit, because the exact treatment of hybrids is the part most subject to change.
