If you are a dealer or fleet buyer in Iraq sourcing pickups and 4x4 SUVs from China, the route through Basra — specifically the container terminals at Umm Qasr — is the one you will use. This guide walks through what RuggedRides Export actually does on that lane: how vehicles are selected, how conformity inspection works before shipment, how containers are booked, and which documents you need in hand before your broker starts clearance. It is written for buyers who already know their market and want a process they can plan around, not a sales pitch.
What RuggedRides Export supplies
RuggedRides Export is operated by Anhui Zhongsu Luosi Automobile Sales Co., Ltd in China. We export new China pickup trucks and 4x4 off-road SUVs from brands including GWM, JAC, Foton, Dongfeng, JMC, Maxus, ZX Auto and Changan, alongside others. New models are quoted with FOB ranges, and the export desk confirms the exact figure per order and per configuration.
We also hold a physical stock of used left-hand-drive 4x4 vehicles, each with a stock number and real photographs. That stock includes Tank 300, Prado (2016–2019), BJ40, Land Cruiser, Patrol, Wrangler and Gladiator. Used units are price on request. You can review the current used inventory on our used LHD 4x4 stock page, browse new pickups and 4x4 SUVs, or look at specific units such as the Tank 300 4x4, the BAIC BJ40 4x4, the Nissan Patrol, the Land Cruiser 300 / Prado 250, the Land Cruiser 70 and a used Prado.
All vehicles we supply are left-hand drive. We do not supply right-hand-drive vehicles.
Why Basra, and what Umm Qasr means for your shipment
Umm Qasr is a container port for vehicle imports. Plan on your vehicles arriving in 20-foot or 40-foot containers rather than by roll-on/roll-off. A 40-foot container typically carries two sedans or smaller SUVs; a single large 4x4 usually travels in a 20-foot container. Your exact loading plan depends on vehicle dimensions and is confirmed by the export desk when the booking is made.
Direct sailings from Chinese ports to Umm Qasr exist, and transhipment options via Gulf hubs also exist. Transit time, sailing frequency and the routing that suits your deadline are confirmed per order by the export desk — we do not publish fixed schedules because they move with carrier capacity and season.
Once the vessel berths, container dwell and customs clearance at Umm Qasr take time. Buyers should budget for a clearance window rather than a single day, and should expect congestion around peak import periods. We work with a licensed broker in Basra; we do not recommend self-clearance for a first-time importer.
Conformity inspection before shipment (PVoC)
Used vehicles imported into Iraq require a Pre-shipment Verification of Conformity (PVoC) certificate issued by an approved inspection agency appointed under COSQC. The inspection is carried out before the vehicle leaves China, which is precisely why it belongs in your sourcing plan rather than your clearance plan.
Typical inspection points include:
- Chassis number (VIN) matched against documents and the physical stamp
- Engine condition and identification
- Odometer reading against available service history
- Structural integrity of frame and pillars
- Presence and condition of safety equipment such as seatbelts, airbags and tyres
The most common reasons a vehicle fails are odometer discrepancies, VIN plate mismatches, and repaired structural damage. We pre-screen units before presenting them to an inspector, which is why our failure rate is low. Inspection fees, agency availability and certificate turnaround are confirmed by the export desk per order, since they depend on vehicle value and inspection complexity.
Third-party inspection before deposit is available if you want an independent check on a specific unit before committing funds.
Documents you will need
Every shipment is accompanied by the standard export set:
- Export invoice — the commercial basis for customs valuation
- Packing list — vehicle-by-vehicle detail for the container
- Bill of lading — the carrier document that releases the cargo
- Certificate of origin — confirms Chinese origin for the importing authority
For Iraq, the PVoC certificate sits alongside this set. Your Basra broker will also ask for a power of attorney and your Iraqi tax identification. Confirm the full checklist with your broker before the vessel sails; missing paperwork is the single most common cause of delay at Umm Qasr.
Duty, VAT and landed cost
Iraqi duty and sales tax are assessed on the CIF value of the vehicle, and classification depends on vehicle type and engine displacement. Rates change, and the treatment of a given model can vary with how it is classified. We do not publish rates here because a stale figure is worse than no figure. The export desk confirms the applicable duty and tax treatment per order, and we quote CIF plus an estimate of duties so you can build a landed-cost model.
For CIF quotations, marine insurance follows the standard CIF uplift convention. Your finance team should model the landed cost from CIF plus confirmed duties, plus broker fees and inland trucking.
Our landed-cost calculator is a useful starting point, and the import process page sets out the sequence from enquiry to delivery.
Inland delivery from Basra
After clearance, vehicles move inland by car carrier. Baghdad and central Iraq are served by road from Basra; northern routes into the Kurdistan Region involve additional checkpoint procedures and their own paperwork. Transit days and trucking cost depend on destination, load size and season, and are confirmed per order. Insurance during inland transit is the buyer's responsibility — arrange it before the truck leaves the port.
Payment and compliance
Our standard terms are a deposit by T/T in USD to initiate the order and inspection, with the balance payable before the bill of lading is released. Letters of credit are accepted for larger fleet orders, subject to confirmation by the export desk. We apply basic know-your-customer checks on new buyers and require a clear source of funds. We do not accept payment from individuals or entities subject to sanctions.
What we will not ship
We decline vehicles with tampered or missing VIN plates, vehicles with evidence of flood damage, vehicles with unrepaired or poorly repaired structural damage, and vehicles with odometer discrepancies. If a unit fails inspection for a fixable reason, we correct it and resubmit. If it fails for a structural or identity reason, the deal is cancelled and the deposit is handled according to the terms agreed at order stage.
Planning your first Basra shipment
Send the export desk your model list, year range, quantity and target landed cost. We will respond with availability, FOB ranges for new units or price on request for used stock, and a proposed inspection and shipping sequence. Start with the destinations page for the Iraq lane, check the answers section for common questions, and contact the export desk to open an order file.
Duty rates, VAT, transit times and warranty terms vary by order and are confirmed by the export desk. Nothing in this article should be treated as a fixed rate or schedule.
